Health Resources and Services Administration NOTICE TO THE PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT For Southwestern Vermont Health Care Corporation Oncology Center Expansion The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides discretionary grant and cooperative agreement awards to support health centers expand their capacity to provide primary and preventive health care services to medically underserved populations nationwide. Southwestern Vermont Health Care Corporation proposes to use HRSA grant funds to renovate and expand their oncology center with an 11,000 square foot addition at the existing facility located at 100 Hospital Drive in Bennington Vermont. Southwestern Vermont Health Care Center has prepared an Environmental Assessment (EA) that documents impacts of the proposed action in accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000). HRSA has determined that renovation and expansion project proposed by Southwestern Vermont Health Center will have no significant environmental impacts and, as a result, an Environmental Impact Statement will not be prepared. Notice to Public of Intent to Request Release of Funds May 8, 2026 Vermont Agency of Commerce and Community Development Ann Karlene Kroll, Grants Management Director at the Agency of Commerce and Community One National Life Drive, Davis Building, 6th Floor Montpelier, VT 05620 802-828-3080 Request for Release of Funds On or about May 16, 2026, the Agency will submit a request to the U.S. Department of Housing & Urban Development (HUD) to release Community Project Funding (CPF) funds under the Consolidated Appropriations Act, 2023 (P.L 117-328) (the Act) to undertake a scattered sites project known as Cora and Conant located at 814 Gage Street, Bennington, VT and 30 Conant Square, Brandon, VT. The Cora B. Whitney site includes the renovation of 22 units of existing affordable housing in a historic building on a ~1.85 acre parcel of land. Project activities include rehabilitation to address accessibility concerns including elevator and entrance, energy efficiency improvements, replacement or restoration of windows and doors, and upgrading kitchens, baths, appliances, and finishes. Exterior work includes siding replacement and repair, paving, walkway repair, addition of stormwater infrastructure, new buried propane tanks, and select tree removal and landscaping. The Conant Square Apartments subject property is a ~2.7 acre parcel and activities include renovation of 19 units of existing affordable housing in a historic building. Rehabilitation includes modernizing the elevator, energy efficiency improvements, addition of ventilation and sprinklers, replacement or restoration of windows and upgrading kitchens, baths, appliances and finishes. Exterior work includes new roofing, concrete walkway, and asphalt repair, new refuse enclosure, drainage improvements, and landscaping. The estimated total cost of the project is approximately $13,291,148 including approximately $1,000,000 in CPF funds. The following mitigating factors are included in project plans. A limited number of trees will be removed at the Cora site which will be completed outside of the Pup Season and Summer Occupancy Season for federally listed bats (April 15-September 30). The Cora B. Whitney School is an 1897 brick 2-story school with 1958 and 1999 additions and was individually listed in the National Register of Historic Places in 2001. The Cora building will be rehabilitated in a manner that meets the Secretary of the Interior's Standards for Rehabilitation as long as certain conditions are met that pertain to windows and flooring. A Part 1 Historic Preservation Certification Application for Conant Square Inn was submitted to National Park Service and they determined that the subject property contributes to the significance of the Brandon Historic District. It is listed in the National Register of Historic Places and retains a remarkable amount of exterior integrity. The Conant Square Inn is a brick apartment building, circa 1818, that will be rehabilitated in a way that meets the Secretary of the Interior's Standards for Rehabilitation with conditions for windows. Asbestos containing materials and lead based paint materials inspections must be completed by a licensed contractor prior to renovation and any identified materials will be properly abated and in accordance with applicable state and federal requirements. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents environmental determinations for this project is on file at the Agency, Department of Housing and Community Development, One National Life Drive, Davis Building, 6th Floor, Montpelier, VT 05620 and may be examined or copied Monday through Friday from 7:45AM to 4:30PM. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Agency to use the CPF funds. Objections to Release of Funds HUD will accept objections to its release of funds and the Agency's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Agency;(b) the Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;(c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or(d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
