ACT 250 NOTICE MINOR APPLICATION 8B0008-4 10 V.S.A. 6000 - 6111 Application 8B0008-4 from Sparrows Way LLC, PO Box 111, Westboro, MA was received on January 2, 2026, and deemed complete on June 5, 2026. The project is generally described as Phase 2 of the replacement/reconstruction of the existing water distribution system in the MHP south of Jackson Cross Road. The new system design will relocate water distribution lines primarily along private roads to improve access and will connect to the Phase 1 pump house and storage tanks. The distribution system includes service connections, flushing hydrants, blow-offs, valves, and curb stops. The application also seeks authorization for the use of a maximum of 50 connections to the public water system. The project is located at Jackson Cross Road in Pownal, Vermont. No hearing will be held, and a permit may be issued unless, on or before JUNE 29, 2026, a party notifies the District 8 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
