TOWN OF SUNDERLAND NOTICE OF HEARING FOR SUB-DIVISION MEPPC Land Holdings, LLC has submitted an application for a Sub-Division (Major)for property owned at 181 South Road in the Town of Sunderland. The proposed project is described as follows: converting current lot into a four-lot office/commercial subdivision. Existing lot is 7.34 acre pre-subdivision. Proposed Lot #1 1.55 acres, lot #2 1.62, lot #3 1.6 acres and lot #4 2.57 acres post-subdivision. This is a permitted use in the C/I zone in the Town Land Use Bylaws. Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain or Wetland To: All interested Agencies, Groups and Individuals This is to give notice that the Vermont Agency of Commerce & Community Development (ACCD) has determined that the following proposed action under Putnam Block Phase 2, ENV-2024-ACCD-024, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain and outside any mapped wetland, and ACCD will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 301 and 321 Main Street in the town of Bennington, Bennington County. Portions of the site are located within the FFRMS floodplain. The extent of the FFRMS floodplain varies across the project site with changes in grade from both east to west and north to south. The center of the proposed building is located at a Base Flood Elevation of 673.0 feet. The proposed project would construct a multistory mixed-use project which would include commercial spaces on the ground floor and residential spaces on the upper floors. The project is proposing to consider multiple flood mitigation strategies including elevating the building, compensatory flood storage and an increase in permeable surfaces. As a part of Bennington's core downtown and main street, the site has had numerous historical uses. Currently, the project site is the location of a convenience store and several lumber storage sheds. The 2.4-acre site is mostly covered with asphalt and gravel surfaces with approximately 0.1 acres as unpaved greenspace. There are no wetlands present on the site. There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk. Written comments must be received by the Town of Bennington at the following address on or before February 26, 2026.
